Does the TikTok Bulk Import have a row limit?

Yes. TikTok Ads Manager's Bulk Import accepts a CSV or Excel file up to 2MB with a maximum of 500 rows per file. A launch larger than 500 rows has to be split across multiple files, and the cleanest split is along a real boundary such as one file per campaign or per ad account. The header row cannot be deleted or renamed or the whole file fails validation.

Can I run Meta and TikTok from the same tool?

Yes - both are live in production and share one workflow.
